Abstract
This study examines the role of the Nagari Government in fostering adolescents’ moral development in Nagari Ampang Pulai, Koto XI Tarusan District, Pesisir Selatan Regency. The research was motivated by growing moral challenges among adolescents amid social and technological changes. This qualitative field study employed observation, interviews, and documentation involving government officials, religious leaders, community leaders, and adolescents. The findings reveal that the Nagari Government functions as a facilitator, motivator, and coordinator through religious mentoring, youth activities, and community-based moral education programs. The implementation of moral development is strengthened by religious values and the Minangkabau philosophy of Adat Basandi Syarak, Syarak Basandi Kitabullah. Supporting factors include community participation, religious facilities, and cultural values, while social media influence, limited parental supervision, and low youth participation remain significant challenges. The study concludes that sustainable adolescent moral development requires collaboration among the Nagari Government, families, schools, and the wider community.
